The Florida Surplus Lines Association (FSLA) is committed to protecting and advancing the interests of Florida’s surplus lines insurance industry.
For more than 65 years, FSLA has worked with state policymakers, regulators, and other industry organizations on legislative and regulatory issues that affect the surplus lines marketplace. Through our governmental affairs efforts, FSLA monitors proposed legislation and regulatory changes, communicates the potential impact on the industry, and advocates for policies that support a strong and stable surplus lines market in Florida.
Advocating for the Surplus Lines Industry
Surplus lines insurers play an important role in Florida’s insurance marketplace, providing coverage for risks that may not be readily available through the admitted market. Maintaining a regulatory environment that recognizes the unique role of the surplus lines industry is essential to ensuring that Florida businesses, individuals, and communities have access to the coverage they need.
Each legislative session brings new challenges and opportunities for the surplus lines industry. FSLA works to ensure that the Legislature and other policymakers understand the role and importance of surplus lines insurance in Florida and the potential impact of proposed changes on the industry.
FSLA’s governmental affairs efforts include:
- Monitoring legislative and regulatory developments affecting the surplus lines industry
- Educating legislators and policymakers about the surplus lines marketplace
- Advocating for positions that support the interests of FSLA members and the industry
- Working with other insurance and business organizations on issues of mutual importance
- Providing members with information about significant legislative and regulatory developments

Effective advocacy depends on an engaged industry. FSLA members provide the support and expertise that allow the Association to maintain a strong presence in Tallahassee and respond when issues affecting the surplus lines industry arise.
FSLA will continue to serve as the voice of the surplus lines industry in Florida, working independently and in partnership with other organizations to advocate for and defend the interests of the industry.
